    This is a very nice find I just dug out of a lot I purchased some many years ago! Not sure but reminds me of Russian emblem or the Rising Phoenix bird. In very good condition and are very pretty with a great patinas from decades of time.  the one you see with red enamel not included. I left the picture just so you could see what they look like when enameled. They are just out of decades old packings so they are MINT. They  are 25 by 20 mm  or 1 inch by 3/4 inch.
